While isoniazid has unique early bactericidal activity, rifampicin is particularly effective against bacilli with short bursts of metabolic activity. This was shown in this experiment where metabolic activity was controlled by temperature: organisms allowed to metabolize for only one hour were much more effectively killed by rifampicin than by isoniazid.
